Dear Sir,
Since writing my despatch No.116 of the 12th ultimo dealing with the financial position of the Colony and making certain proposals for increasing the revenue to meet the requirements of the New Territory, which I also communicated to you in my telegram of the 16th May, and since the receipt of your telegram of the 17th May approving those proposals with the exception of the imposition of shipping dues, I have learned that there is likely to be the strongest opposition on the part of the Unofficial Members to any increase of assessed taxes and stamp duties. In deference, therefore, to what I cannot but regard as a strong and universal expression of public opinion, I have again gone carefully into the question of the Finances, and have obtained returns from each Department of the monies that will probably be collected and expended by each in 1900.
2. Those returns have enabled me to form a preliminary estimate of the probable revenue and expenditure for next year and have furnished me with more reliable data than I had to go upon when writing my previous despatch, and I gather from them that the revenue for 1900, taking $150,000 as the probable amount, The Right Honourable JOSEPH CHAMBERLAIN, M.P.
